Lebow demonstrates that foreign policies consistent with generally accepted ethical norms are more likely to succeed, and those at odds with them to fail. Constructing original data sets and analyzing multiple case studies, Lebow makes an empirical case for ethics in international relations. His approach looks to create a productive dialogue between those who ask primarily 'ought' questions and those who pose 'is' questions.  The former want to establish appropriate criteria for the behaviour of state and non-state actors and the discourses that lead to their policy decisions, whereas scholars who pose 'is' questions are concerned with how political actors behave and the principles and assumptions that might explain their behaviour. Lebow bridges the gap between 'is' and 'ought' questions by making an instrumental argument in favour of ethical foreign policy. He examines policymaking as well as policy, offering ethical guidelines for policymaking that are likely to result in more successful policies.

Rough Waters and Other Stories is a collection of original stories addressing different ethical questions and dilemmas. An introduction makes connections among the stories, puts them in personal and political perspective, and anchors them in a tragic understanding of life and ethics. The characters in Rough Waters and Other Stories - some based on real historical people - must make or finesse ethical choices, some of them straight-forward, others tragic in nature. Tragic choices involve trade-offs between seemingly irreconcilable but important goals. Alternatively, they entail committing ourselves to decisions or policies whose outcomes are uncertain. We are desperate to avoid tragic choices and prone to convince ourselves - often in the face of good evidence - that we can satisfy all of our desires or needs instead of making difficult choices between or among them. We also tend to convince ourselves that our decisions or policies well succeed in proportion to the degree that we feel compelled to commit to them. A standard trope of Greek tragedy - think here of Oedipus - is that our choices sometimes lead directly to the outcomes we are trying desperately to avoid.

We are multiple, fragmented, and changing selves who, nevertheless, believe we have unique and consistent identities. What accounts for this illusion? Why has the problem of identity become so central in post-war scholarship, fiction, and the media? Following Hegel, Richard Ned Lebow contends that the defining psychological feature of modernity is the tension between our reflexive and social selves. To address this problem Westerners have developed four generic strategies of identity construction that are associated with four distinct political orientations. Lebow develops his arguments through comparative analysis of ancient and modern literary, philosophical, religious, and musical texts. He asks how we might come to terms with the fragmented and illusionary nature of our identities and explores some political and ethical implications of doing so.

Four generic motives have historically led states to initiate war: fear, interest, standing and revenge. Using an original dataset, Richard Ned Lebow examines the distribution of wars across three and a half centuries and argues that, contrary to conventional wisdom, only a minority of these were motivated by security or material interest. Instead, the majority are the result of a quest for standing, and for revenge – an attempt to get even with states who had previously made successful territorial grabs. Lebow maintains that today none of these motives are effectively served by war – it is increasingly counterproductive – and that there is growing recognition of this political reality. His analysis allows for more fine-grained and persuasive forecasts about the future of war as well as highlighting areas of uncertainty.
